Vendor Empanelment Policy
1. Preamble & Legal Status
Akshat Credit Co Operative Society Limited is a multi-state cooperative society registered under the MSCS Act, 2002. This Vendor Empanelment Policy defines a transparent and fair process to evaluate and empanel vendors.
2. Objective of Vendor Empanelment
- Assess credentials and capabilities of vendors
- Create a structured vendor database
- Enable compliant implementation of Society activities
- Ensure transparency and prevent ad-hoc practices
3. Nature & Effect of Empanelment
Empanelment:
- Does NOT assure work or contract
- Does NOT create a commercial obligation
- Does NOT offer exclusivity or continuity
Any engagement requires separate approval and written agreement.
4. Scope of Vendors
- Manufacturers & suppliers
- Service providers & consultants
- Contractors & agencies
- Cooperative and allied organisations
5. Eligibility Criteria
- Valid legal existence
- PAN, GST, and relevant registrations
- Experience and technical ability
- No blacklisting or adverse findings
6. Empanelment Process
- Submission of application
- Scrutiny of documents
- Verification and evaluation
- Committee recommendation
- Final approval
7. Annual Empanelment Processing Fee
The fee is:
- Non-refundable
- Not a security deposit
- Not a guarantee of work
- Purely for administrative purposes
8. Revision of Fee
The Board may revise the fee at any time. Changes apply prospectively.
9. Validity & Review
Empanelment is valid for a defined period and subject to renewal based on compliance and performance.
10. Suspension or Removal
- False or misleading information
- Statutory non-compliance
- Adverse findings or misconduct
11. Confidentiality
Documents submitted will be used only for internal evaluation and maintained with confidentiality.
12. No Right to Claim
Empanelment does not create any claim for work, compensation, or refund.
13. Governing Law
MSCS Act, 2002 and applicable Indian laws.
14. Policy Amendments
The Society may modify or withdraw this Policy anytime as required.
